I've never seen an adult cat in the top section, just the bottom. They sleep on top of this, and sometimes hide out in the bottom. When we had kittens, they were all over this

It's a good window perch

If the cats get too wild trying to get on it, it tips. So they seem to have learned to just sit on the top and look at the world out the window
