What kind of parents raise monsters like these?

This is why I don't usually watch the local news. There is always an animal abuse story that keeps me up at night. Today, they showed the cutest 8-week-old kitten that some 7-year-old boys had used for target practice with their BB guns. It has about 6 pellets still in it and will never be able to walk again.
This reinforces my suspicions that all the wrong people have kids. A neighbor saw what was going on and reported them. The kids will probably go scot free, just like the jerks they arrested for dog fighting.

Just goes to show you, some people should not be allowed to have children. These parents need to be brought before the court as well because they are just as responsible for what happened to that poor cat as much as the the two boys, in fact they are MORE responsible since it was their lack of discipline that ALLOWED these boys to become these horrible creatures. The parents of both the boys should face as stiff and harsh a penaly as the law allows. This type of behavior is irresponsible and unforgivable.
The parents need to be held accountable for their lack of action.
