Thinking About Proposing a spay and neuter law for Ohio

I have put some deep thought into it and I have decided something needs to be done about Ohios animal over population, I am going to get my thoughts together and send a letter to my state rep. to consider a spay and neuter law for Ohio, with some exeptions for responsible hobby breeders.
