Kentucky Legislation!!

We owe it to Kentucky’s dogs to pass HB 137!

Rep. Joni Lynn Jenkins has introduced House Bill 137, which specifically defines "shelter" as adequate protection from the elements and weather conditions in an actual residence of the dog's guardian or other person, including a boarding facility or an animal shelter, or an enclosed structure that is sufficiently insulated and ventilated to protect the dog from exposure to temperatures below 32 degrees or above 85 degrees. For outdoor dogs, the bill specifies that a doghouse must have a roof and be large enough for the breed and size of the dog, and that the dog must have access to an area of shade when the temperature is above 85 degrees.

All of these specifications are important because they give animal control officers specific parameters that they can enforce when responding to animal cruelty complaints.

HB 137 is now in the House Judiciary Committee waiting for a hearing. Please contact members of the Judiciary Committee and let them know why HB 137 important. Ask that they schedule the bill for a committee hearing and that they vote for its passage. Also, contact the legislators for your own district and ask for their support of the bill.

If possible, it’s seems better to contact the legislators personally, either by e-mail or by phone, rather than have them receive multiple messages with the exact same text. Lobby Day with the Legislators on February 12 at Capital Annex, Room 111, is also an excellent opportunity!

Anyone in Kentucky knows how little protection our dogs have! We are one of the lowest in the United States for protection of animals. Animal abusers can get away with practically anything!! This bill really needs to get passed, I just hope we get enough support for it!
