I know there are a lot of important issues that need to be addressed. However, the way animals are treated by some people, indicate how they treat the people they come in contact with. Just start with making puppy mills illegal, and jail time for offenders mandatory. Make examples out of a few puppy mill owners and the others will pay attention.
