Rules...make your vote count!

From the rules...In addition to the requirements set forth above, in order for an individual to vote online for the shelter during the Public Voting Phase, such individual must have added a profile photo. It is not necessary for an individual to be an affiliate member in order to vote.

The rules keep talking about America voting in the later phases and seems very vague. Better to be safe. CMHS needs this.
