COST OF ADOPTIONS

I understand that it cost a lot of money to care for the sweet babys that have be left, but when there is a good home and a family that would be great, the cost of $150-300 to adopt is to high for some familys at this time. Does anyone know of a place that a person in Ventura County (CA) can adopt for less money?

Do you have any PAWS organizations for low cost spay/neutering?

I have been looking for several months and have not found the right match. Even on craigslist they want a rehomeing fee which some times is very large, at this time I only see large dogs and really need a small/med one.
