i have a 3 year old chihuahua and she definitely does that too! she knows when i am about to leave every morning and she sits and gives me those eyes and hangs her head... and when i go to the door she runs over and makes the craziest little howling noise. it's not barking or whining, but i've always referred to it as "talking" too. lol.

OMG i know exactly what you mean! My new dog Cyrus is crazy like that. He knows when I am getting ready to leave, so he just looks at me and whines. If he is getting a treat he has his own way of smiling. It is nuts
