I built one out of 2x4's cardboard tubes(from plotter paper), and carpet samples. I used a staple gun and angle brackets to hold it all together. My cat loves it and it only cost me about 10 bucks. The staples sink far enough into the carpet that her claws don't get stuck on them, and they are in strategic loactions. It's maybe not the prettiest thing, but it does it's job.

Thank you for your input. Have decided to use a commercial non-toxic carpet glue and built a prototype. Will be placing it in a local shelter to see how well it stands up to the wear and tear.
