My shy cat won't let me pet her.

You just have to be patient and not be loud or do any quick movements around her. Try just sitting near by as close as she'll let you get and don't even look at her, Try reading while you just hang out close by. My cat, Manny, did let me pet him either when we first got him--he would growl and make funny noises, and hide under a very low dresser. Now he follows me all around the house and will even lay on me while I watch TV!

If Mama likes treats, you could try to get her into the habit of coming to see you at least once a day for a snack. My cat is used to receiving 1 teaspoon of soft canned cat food every day when my husband and I come home from work. In fact, she sits in the kitchen under the table waiting for us to put the food in her special bowl. Plus she knows that before I even open the fridge door to get her snack, that I get my hugs in first and pet her a little bit. She loves the attention and I think it is a good way to bond with her. So, maybe give it a try and go from there. That way she might associate you with a positive experience and feel more secure around you.
