Question.....
His other problem is barking at people or he will go the complete opposite and sit or lay down to stare at them. For example--tonight we ran into someone checking their mail, he talked to Tucker and Tucker barked at him. 20 minutes later we saw another lady getting her mail--and he sat down in the middle of the sidewalk to watch her--I literally had to drag him down the sidewalk to get him moving again.
Thank you in advance for any suggestions for my stubborn but knows he's cute dog.

I have a border collie & blue lacy mix. She is grown now but teaching her to walk on a leash as a puppy was a nightmare. I found what worked best for us was to stop walking when she tried to go after something she shouldn't be going after. She is curious about everything and everyone so standing still in one place did not make her happy. She quickly learned if she wanted to keep moving then she needed to look but not touch. As for the barking and jumping I think you should try teaching code words with a clicker like you would for teaching tricks. When my puppy would jump I would gently push her paws back onto the floor use my code word and click a pen by her ear. It worked like a charm.
