Good for pets not good for stray dogs

I got one of these for our house dogs and loved it. Being in Michigan we were always breaking up frozen water for the dogs when they were playing outside. So we tried them at the shelter. Not the best. The strays tore them up and ripped out the cords. At home with nice pets it's great. Not so good for shelter dogs.
