My trainer thought this might work better then the choke collar on my westie as he was being stubborn. It made him worse so we switched back

You probably had it too loose, so it didn't pinch his neck like it is supposed to. The collar should be snug on the neck. The dog often yelps when they pull, which shows that it is working. Most dogs learn really fast with this collar, if it is sized correctly.
The idea is not to poke the dog's neck with holes, which can happen if the collar is too loose. Instead, it does little pinches of the skin, which simulates when the mother dog disciplines the puppies.
