We have one of these at the shelter. I wasn't sure what it's intended purpose was until I did a close inspection.
I see cats "using" it all the time but not as a scratcher. They lay on it or under it, walk across it, rub on it and kick at but I have not once seen someone scratch it.
I think the unusual shape confuses them on it certainly isn't designed in the conventional manner of a scratcher.
