What do I do to report a person not taking care of their dog?

So here is the situation...the dog gets food and water, and shelter. Well the thing is, I work across from where she lives. Well several times, I've had to bring her back to her owners. Thing is this dog is crossing a 4 lane busy street! Crossing at night in the dark, during rush hour, and she is a black dog, so she could easily get hit. When I brought the dog back, the owners really didn't care. The police were called. I don't know what the police did. The owners said there must be some kind of hole in a wall or something. The dog is friendly, but really scared. I would be too if I ran across a 4 lane street! It seems these people don't care, and well like I said I don't know what the police have done. I have talked to several other people in the area I work in, and they say they have either almost hit the dog on several occasions, or they have seen it running in the parking lot, all hours of the day. I had my words with the owners, and well the don't care sadly. It's all excuses...anyone have any input on this situation? Please contact me, I really want something to be done, before this dog gets killed. Thanks!

Call a shelter. Even if there are only small ones in your area, contact the closest MAJOR shelter.

definitely call animal control, they seem to be the only ones that make a difference most of the time.

the police was probably the best thing, thats who i got told to contact, but you could try your local shelter, i tried to report an neglect case and nothing was ever done about it, so i don't know what you could do, animal control would be good to try though.

Why don't you call Animal Control? If you really want to help this sweet dog, all animal control the next time it wanders into your yard, after they pick up the dog, and the owners don't come to claim it at animal control (I doubt they will because it'll cost them money), inquire to adopt it yourself. If you can't do that, arrange with a rescue group in your area to pull the dog after the wait time is up and foster it until someone adopts it! That's what I would do. Just my two cents worth.

Contact your local Animal Services the next time you see the dog running loose and let them return the dog to its owners. They might be forced to pay a fine. Sometimes people who don't care about anything will start to care if they take a hit to their wallet.
