Call a shelter. Even if there are only small ones in your area, contact the closest MAJOR shelter.

definitely call animal control, they seem to be the only ones that make a difference most of the time.

the police was probably the best thing, thats who i got told to contact, but you could try your local shelter, i tried to report an neglect case and nothing was ever done about it, so i don't know what you could do, animal control would be good to try though.

Why don't you call Animal Control? If you really want to help this sweet dog, all animal control the next time it wanders into your yard, after they pick up the dog, and the owners don't come to claim it at animal control (I doubt they will because it'll cost them money), inquire to adopt it yourself. If you can't do that, arrange with a rescue group in your area to pull the dog after the wait time is up and foster it until someone adopts it! That's what I would do. Just my two cents worth.

Contact your local Animal Services the next time you see the dog running loose and let them return the dog to its owners. They might be forced to pay a fine. Sometimes people who don't care about anything will start to care if they take a hit to their wallet.
