What can someone do when they see an ad for 3wk old pups for sale?

10 Black Lab puppies, purebreds w/no papers, approx.3wks old,eating out of bowl, ready to go,$50ea. I thinks this is horrible those poor pups!

In Ohio, it is 8 weeks before you can sale a puppy. It is a law. Your animal control or humane society should know. Plus they can check to see if the folks have a kennel license to sell. In Ohio, if you hunt, breed and sale, you have to have a kennel license.

Please contact your local animal control. They will be able to investigate to see what the whole story is. It's entirely possible that these are orphan puppies, but even then they should be kept together until they are older for socialization/development purposes. Either way the ad is definitely fishy. I hope that you are able to get someone to check it out before it's too late.
I know some states require puppies to be 6 weeks old before they can leave their mothers, and some require 8 weeks. As a general rule, the smaller the breed, the longer it should stay with their mom. Eight weeks is usually the bare minimum for any puppy to stay with mom (responsibly). Many small breeds do much better if they stay at least 12 weeks with mom.

If I were in your shoes, I would contact the owners and let them know that the pups should be with their momma for at least another 6 weeks. And if they give you a hard time call the ASPCA or local police department and tell them about the cruelty that is happening to these poor babies!

I am not aware of any laws at least in our state (WVa.) that prohibit people from selling animals at any particular age. But if such laws exist I believe they would fall under US Code under Agriculture.
My recommendation would be try and have a conversation with these people about why it is important for the puppies to stay with their mother until at least 8 weeks even if the puppies are eating on their own. They need to continue to get antibodies from the mom to fully develop their own as well as for socialization purposes. You may do well to talk with your vet and see if they will assist by providing some advice to the owners.
Unfortunately many people such as this are just interested in ridding themselves of the responsibility and cost as soon as possible and won't care. In that case, if you really want to help, I would suggest offering to take the puppies to ensure that they will receive proper care, even offer to take the mother dog too. Difficult situation with little legal basis behind you....you are stuck with trying to ration with people that don't usually have much compassion or caring to begin with. But maybe in this case the owners are just uneducated and would welcome some advice. That's my glass half full attitude coming out but this is not always realistic. You should also be prepared for people that will believe you are just sticking your nose in where it doesn't belong and will not welcome such advice. Becareful, be caring and be optimistic. I would get ahold of the Humane Society. If you can speak with a Humane Officer, they may be able to do a sting operation of sorts - this sounds like a puppy mill kind of thing, although puppy mills traditionally pawn their dogs off to pet stores.
Or if you wanted to do your own sleuthing, take a friend, visit this puppy person, and make notes of the address and surroundings - if they can't or won't show you the parents, if they don't show you where they keep the pups, if there are 2 or more breeds of puppies, or if anything seems amiss - gather the information and turn it in to the Humane Society. They will definitely want to check into possible puppy mill activity.
