You may also want to think about how you will distribute the funds. Will you give them to the shelter you volunteer for, or any shelter than needs them? If it is affiliated with the shelter you work with, they may be willing to host the site, and offer the assistance of the webmaster. If it is for anyone, you will have to find someone to host the site, and have a proposal system which other shelters can use to request funds. You have to decide what constitutes a shelter too.

My first suggestion is to write out a proposal for your site, and explain who, what, where, when, why, how; where you plan on giving the money to, how you plan on getting money, etc. Once you have this proposal written up, you can submit it to companies and ask them to "sponsor" your site (unless you plan on the visitors "pay" money to play the games and then you donate that money).
