I would call a shelter and tell them what happening to the animals. If that doesn't work and your not afraid of the people you should go over and tell the parents with your parents. Good luck and please help the animals. Good luck.

Well, have your parents call the animal control or SPCA, if you haven't already. I guess all you can do is wait after that.

Have a trusted adult call the spca. They will listen. But you shouldn't confront the neighbors. That will make things even worse.

I am so upset that you have to witness this blatant form of abuse. Stay away from those people and keep telling adults about the situation, the more, the better. You are a very good person for noticing this and wanting to help. Again, please let the adults handle this.
