I would suggest getting one of those "tough street dog collars" you know the ones with spikes, as they are not really for show, but are designed to prevent other dogs from neck biting....I would use it when ever the dogs play, and soon your puppy should forget his habit of collar/neck grabbing....or/also whenever your puppy goes to grab the collar make a loud noise or give a basic command...and replace her instict to go after the collar with a rope toy (dogs take possession of objects from others to gain a leg up in the pack)..a rope toy will work the same way. The idea is to stop the collar stealing from being a fun game.

i wanted to know the same thing my dog loey takes off his coller all the time even if it is tite... so i just leave it off cuz i dont want to make it so tite he hurts himself

And I was going to suggest the Matingale. Try a harness for awhile and see if this helps.

you could try buying a harness collar or try making the color tight enough were it wont slip off.
