My beagle used to do that if I would use the carpet powder deodorizers...He was allergic to it. Our Yorkie has SEVERE allergies and she constantly licks/bites all over her body to the point of scabs...We finally had to take her to a special allergy vet and she has to be on constant steroid shots given by us weekly. You should make an appointment with your vet...that's the best thing you can do and have allergy tests done also.

My "Puppy" had the same problem: only chewed on one foot. I had him checked by the vet and it wasn't due to allergies, but I did have to keep on top of it to make sure he didn't develop an infection from this constant licking/chewing. The only thing I could do was to soak it every other day, just for a few minutes, and periodically put perioxide on it. The only thing we ever came up with was something must have been irritating it on his daily walks or just a compulsive habit. I wish you the best of luck in finding a solution.

See your vet about it, it does sound like allergies. There is a solution called Grannick's Bitter apple spray that you spray on the dog's fur, or whatever you don't want him to chew it is deters them from chewing. Until you find out the source of your dog's chewing, try the taste deterrent to stop it temporarily. I hope your dog feels better soon.

Our Elmo is having the same difficulty. He has been on prednisone, antihistamines, a combo pill for both and now Vitamin E along with an antibiotic and a change in this diet to vennison. He gets itchy all over. A few people have said that the Vitamin E has worked for their dogs. As someone suggested earlier, if his attention is focused on one foot, please get someone to help you hold him while you check between his toes for anything that may be lodged there.
If it's not a physical or allergy issue, can it be a comforting reaction to stress?

also, you do want to see your vet and have your vet take a look at that, she may also want to give you different medications to help- if your dog keeps chewing on the foot, it could lead to an infection
