Pick up some doggy oatmeal shampoo at your local pet supply store. The oatmeal helps to soothe itchy skin. Sometimes you can find oatmeal and tea-tree oil in the same shampoo - that works best.

Instead of treating the problem with a lotion, you need to find the cause of the problem. Being at the shelter, the dog was probably being fed a mix of poor quality foods. Make sure you are feeding the dog a premium food like Blue Buffalo, Wellness, or Natural Balance; avoid anything made by Pedigree, Iams, Beneful, Science Diet, or Purina. Whenever dogs have itchy skin, allergies, mites, and bad food are the first things that you should look into. You can also try and oatmeal or medicated shampoo on her.

No there is not a lotion but there is a spray that you can get from your vets office that can help. If they do truly have itchy skin you can give them fish oil caps & vitamin E caps. I have lots of experience from my job (Vets office) so this is what I would recommend. I know if you bathe them too often it only makes it worse....once a month unless recommended by you vet. You can also try a different kind of dog food that is high in Omega 3 or sensitive skin. Are you sure your pet doesn't have skin allergies or allergies just in general? That could be a factor as well. Hope this helped!!!

Derm Caps. Or any good quality Omega Fatty Acid Supplement derived preferably from Salmon. Dry skin most often needs to be treated from the inside out, unless you are dealing with allergies or some other medical problem. Your vet will be able to tell you most but in the meantime the Derm Caps certainly can't hurt.

they definitely make shampoos that help and may be necessary depending on how bad the dry skin is. in the meantime, you might want to try mixing an egg with her food. if it doesn't completely eliminate your problem, it should help. my dogs started getting dry skin when we moved to the mountains. mixing in the egg every once in a while definitely helps!
also, as strange as it may sound, don't give too many baths. this can actually make it worse. maybe it just seemed weird to me...
