I think fish prices vary from area to area. If your walmart has a fish section, however, they should also sell fish supplies. Air pumps are usually fairly cheap, running around 10-20 dollars max. Please remember that moors are goldfish, though, and that two of them will need 20+ gallons of room, and adequate filtration. Research before you buy.

I got my last air pump at WalMart, and it was cheaper than at other stores. It is a Whisper pump, and it really is quiet. The pump part is suspended and only 4 rubber feet touch the shelf. Super easy to set up. Invest in a "check valve", a cheap little plastic valve that prevents and chance of water backing up to ruin the pump. (I probably got that at WalMart, too.)

My local WalMart no longer sales fish, but I was recently in another WalMart and most of the fish still sold for $2.00-3.00 (or even less).
WalMart might have a "cheap" air pump. Regarding the ease of setting one up, I'd say all are simple or easy. You just have to push the plastic tubing over the air outlet on the pump, hang the plastic tubing in your aquarium (and/or attach it to something to hold it under water), and plug the air pump into an electric outlet. It's not much harder than plugging in an appliance (such as a toaster)!
