Even though I feed him, give him water, take him outside to potty, let him go play, love and care for him, he still whines. I don't know if it's because he's tired or what.

I would just say to make sure nothing is medically wrong with him.

My whines like crazy to my mom says it's because he's spoiled.

Make sure the dogs needs are met and there is nothing medically wrong with him. After that he has learned that every time he whines you fuss over him to see what's wrong. If his needs are met and you have played with him sufficiently chances are he is being naughty and demanding your attention all of the time. Just ignore him. If he whines at you do not look at him, do not talk to him, do not tell him to be quiet, do not pay attention to him at all! It will get worse, he will whine louder and probably bark at you. Pretend he is not even there. When he is making no noise then you can praise him and pet him.

JUST GIVE YOUR DOG LOVE AND ATTENTION. THEY ARE JUST LIKE PEOPLE THEY NEED AND WANT TO BE LOVED. DON'T GET RID OF THE DOG AND IF YOU DO, DON'T EVER GET ANOTHER ONE, THEY ARE NOT THROW AWAYS, DO YOU THROW YOUR KIDS AWAY. NO I THINK NOT, JUST LOVE THEM AND IT GETS BETTER, MY WOLFIE WHINES ALL THE TIME BUT ITS TO GO PLAY.

Does he get enough exercise, some dogs just need more exercise and will whine if they are not getting it. Or you could have just spoiled him real good!

it's very possible that he/she just whines because it has been a habbit since it was a baby...!!! eventually it will either go to a minimum, or stop.

My dog whines alot too. I was told it is harder to stop whining then it is to stop barking. But my dog doesn't whine that much anymore. I think for my dog - he needed me to interact with him more- playing with him, training with him and taking him for walks. We do so much together that when I need to do other things - he is quite content to lie down and take a nap. My dog is 45 pounds - i think yours is smaller? I would make sure he is exercised alot. Letting him outside by himself may not be giving him the exercise he needs - My dog goes out runs a little bit and then sits down and finds a stick to chew on? I need to get him running around for longer periods without sitting down so much.
Hope this helps - Good Luck.
