When i got my chi , Gracie, at 4 months she did great with paper training she went every time on the paper and she was supposed to be fully paper trained. but then after a few days of being with her constantly i had to leave for school and i was gone for a while and came back then ever since that day she goes poop and pee everywhere and NEVER goes on the paper. im hoping that i can get her potty trained to go outside when the warm weather finally gets here but what do i do in the winter? PLEASE HELP my house smells like urine

You have to be consistent with training. Don't slack off when you think she's gotten the message. Make sure to take her to the paper frequently and praise her when she goes on it. Also, if your schedule changes, you could consider crate training her. Eventually, she will learn to keep her crate clean and use the paper for elimination.
