Absolutely, I agree with Jill R. Ignore his fratic behavior as best you can (and it may seem heartless to do so), because if you give him attention sympathizing with his behavior, it will increase his behavior. If you distract him, however, with something favorable, then you may be able to lessen his fear.
I would keep a "Thunderstorm-Only" treat for him - either food or toy, something he really goes bonkers over. That would be a good association, I think.
You may also find a way to "de-magnetize" him. This may sound odd, but some dogs have a tendency to "feel" the magneticism in the air, and they absolutely do not like it, it makes them feel uncomfortable. It may make their hair feel static-y, or affect them in other ways. I actually found a website for a product designed to lessen your dog's reaction - I don't know if it works well, but it sure looks cool!

you could try the natural product, rescue remedy, I've heard great things about it. Alternatively, if you speak to your vet, he may suggest using a prescriptive sedative.
Or, when it is storming, you could turn on the radio and act happy. This may help take your dog's mind off of the problem.
Maybe make it a fun time for him and play with interactive toys or a game of fetch?
