The only thing I ever heard of were medical buses that go to low income areas and spay & neuter, kinda like the clinic buses that go out and give birth control to people that can't afford it

Check for local ASPCA, or Petco offers low cost shots, don't know exactly what you are looking for. For low cost neutering check out Friend of Animals on the web, purchase a certificate and the neutering is only $64.00 at a local vet. Good luck with your search.
