Of course they feel cold in winter... their thin coats provide little protection from the cold winter elements. I think a sweater or jacket is a great idea if it keeps the dog more comfortable.

sure they do...poor little things are just tiny and need a warm coat! I have doxies (Dashounds) and they get really cold in the winter too! Rudy and Fritz, whey ware coats!

Yes, that is normal for a small dog in the winter. the reason is that the dog is so small it can not generate enought body heat to keep them warm. I would suggest a dog sweeter for when your dog goes outside and keep the dog's outside trips in snow to a shorter time frame. That's what I have to do with Marvin in the winter.

Please forgive me, but I've been working so hard this week that this question twanged my funnybone, thus, this corny answer: I don't know. I haven't felt a Yorkie lately! Anyway, they probably do, being such tiny lil critters.

Absolutely, your dog can feel cold because of lower temperatures. Smaller dogs will have more trouble regulating their body temperature relative to a bigger dog. Think of it like this: a small mug of coffee gets colder faster than a large mug of coffee. This is because there is more surface area to volume. The big dogs have more volume, and have an easier time retaining heat. Little dogs often need sweaters or coats to help keep them warm. It puts a barrier between them and the environment, just like a coat for you. Toy breeds especially just aren't designed to deal with the elements - they were meant to be indoors, dogs that are designed to work outdoors have better equipment build in for the conditions they might experience - so they have thick undercoats, water resistant guard hairs, and grow extra thick coats in the winter.
