How long has the tank been running?
How many fish and what kind do you have in there?

In general when you set up a fish tank, you should start out with a few hardy fish(I would say 2 - 3 for your size of tank) to cycle the tank (such as tetras). You want to let those few fish live in the tank for 2 - 3 weeks. Then you can gradually add more fish, you don't want to add too many at once.... I would not add more than 4 fish at a time to a 10 gal tank after it has been properly cycled......
I reccomend doing water changes every week, do a 20 - 25% water change every week.....
10 gal tanks are harder to maintain then larger tanks..... things change faster in a 10 gal tank vs a larger volume of water..... 10 gal tanks are maintainable, but it is important that you do your water changes regularly in smaller tanks vs larger tanks.

Have you added fish? What kind? How many? How much do you feed them? Remember, their tummy is only as big as their eyeball! A tiny pinch, or what they can eat in 5 minutes, is plenty.
Also, check the PH of the water (test kits available wherever supplies are sold). A 20% water change is needed once a week. Also, google 'aquarium set-up' or something like that - lots of help online.
