Anyone familiar with American Pet Assoc. (APA) Guardian Membership?

When we adopted our dog, the shelter included a 1 yr. APA Guardian membership. Services include ID tag and lost pet finding services. We paid $50 for a lifetime membership. They claim a very high pet recovery rate. But, it took over a month and several phone calls to get our membership packet, their phones are usually busy, they don't always return calls, etc. Has anyone else become members, and can you provide feedback?
