Your dog may have a different motivation. Since treats don't work try a special toy or ball. Praise can also be a praise when training. You have to find what your indiviual dogs will work for best.
I like to use a clicker when training a non food motivated dog. try Karen Pryors website for more information on clicker training!

That's not so bad. But if you want to use treats for training, I can see why that might be a problem. My dog is extremely, extremely fussy and doesn't really like treats (or dog food for that matter). I've started baking treats lately. Its super easy and its the only way my dog will eat treats! Check my journal for recipes.
And also there's a group for that: www.zootoo.com/petgroup/homemadedogtreatquotchefsquot
If you don't feel like baking, little pieces of deli turkey meat work really well as treats, or chunks of boiled chicken. You can boil a bunch of chicken and freeze it, and then keep small amounts of it in the fridge for treats.
Another option for treats, like Jessica said, is veggies. Lots of dogs LOVE raw carrots!
Some of them are full of junky stuff, in which case I don't blame a dog for not eating them! What kind of dog treats did you try to give her?
