Call the real estate agent on the sign and tell him/her about the dog. They'll know if the place has been abandoned or not. If the dog has been abandoned, you or the real estate agent can call the local humane society, ASPCA, or rescue group. If none of those exist, try the police.

I would call a local rescue group or see if they have a rescue set up such as lost our homes.. There is an organization that was started here for animals whose families lost their home and couldn't keep them. You can call the real estate agent and see if you can help them with the dog so that it goes to a no kill shelter/ rescue

I would just call the cops. One time my mom and I were at a restaurant and there was a dog inside a van in the parking lot. no windows down and it was well over 80 outside. We knew that the inside of a car is like an oven! we called 911 and the police responded right away!!!! I dont know what happend to the people. They were an elderly couple. But at least we like to think we hlep save the poodle.
