There is no such thing as a 'Cavoodle'. It is a mixed breed dog - a Cavalier King Charles Spaniel and a Poodle. Don't buy into the 'designer dog' bs. There is no such thing - its a mutt, which are wonderful dogs.
However, if you are looking for a small apartment size dog, any from the toy or terrier group would be the right size. Just be sure to research the breeds and be prepared for the personality you bring home. Terriers are known to be 'terrors' and required a lot of exercise. Toy breeds can be hard to house train.
Check with your local shelters and rescues and let your sister find just the right one for her. A dog you like may not mesh well with her. It can be a fun journey looking for your next pet- something you can do together. Try petfinder .com and have fun!

Most dogs from the humane socitey are good. Rat Terriers are good city dogs. Also be careful if you go to the humane socitey because when I was in elementry school we went to the humane socitey and got a female black lab named kirby. We all loved kirby and took good care of her but she shivered on walks and was scared of the city so we had to take her back but the good news is she found another new home in the country where she was happy. She was only a year old though and probably could have gotten use to the city. Just consider this and if you can ask to foster the dog for a week and if it gets along okay in the city and in your home then go back and adopt it.

Oh yeah I should mention I live in the city and I have a rat terrier. some other suggestions for you also are dogs that I have had in the past or breeds that people I spend alot of time with have had. Pomerainians, American eskimo's, Labrador's, golden reteviers, Cocker spaniel's, miniture poodles, Chiahauhau's, pitt bulls, great danes, Daushaund's and dalmations. Skitters is my rat terrier but they are hyper easily bored and hard to train. I had a cocker spaniel at one time named Lady she loved everyone but she liked to wander off and she got hit by a car. My dad has an american eskimo named Shasta He found her at a rescue and her owners reason for giving her up was that they were having a baby but Shasta loves everyone and other animals as well. Shasta also is very intelligent and is a former show dog champion. Shasta also knows sevral commands. American eskimo's are very social and intelligent dogs. Dalmations I had one named holly one time and they are very hyper and very strong dogs also they are diggers and very destructive if you do not train them early enough. Labs same thing and minture poodles you have to socailize them early in life good luck!
