Q: What's the best and also least expensive cat litter ?
I have been thinking, of changing Mitzi's litter. The kind I buy, is the cheapest at only $ 4.96 for a 16 pound container. However, it doesn't seem very good, at controling the odors. I have tried Fresh Step, but find it way too strong ! for my nose. My nose is very sensitive. What kind of cat litter, could I buy, that is not very expensive; controls odors; but at the same time, is not too strong for my sensitive nose ?.

Sounds like you are using a clay litter. There are a lot of scoopable litters in many price ranges. You will use less litter and in most the odor control is better and has less dust as well. Maybe check into some of the pelleted litters as well.

I use feline pine. It is great (I buy the publix brand, a little cheaper but the same quality.) It obsorbs well and dries out the poop, easier to scoop.

I have multiple cats and can't stand litter box smells. I do ues Fresh Step. I know you side it is to strong for your nose but they now make some that have different scents as well as a fragrence free one now. I have used it and like it. It is the scoopable cat litter because I found the clay one not to really work.
Good luck!
