I dont ever think the Puppymills will ever be closed down. Its like the drug problem, as long as there is money to be made, the breeders will find a way to breed. The "Mill" dogs may cost the same or close to a repupatable breeders, but they are not labor intensive like a good breeder is. No questions asked and you can walk out with a dog. I just try to educate my clients in a prepurchase consult in the art of finding a good breeder if thats the way they want to go.

Too much demand and money to be made.
Legislation for mandatory neutering/spaying laws are blocked by organizations that benefit from the over population of dogs including reputable organization like the AKC.

In order to close puppymills down, we still have to do a lot of work. First you have to convince the public not to buy from pet stores nay more. Period. You can find a lot of info about puppymills at the HSUS website.
