I make these treats for my dogs--they love them!!
Dog Biscuits
2 1/2 cups whole wheat flour
1/2 cup nonfat powdered milk
1 tsp. sugar
1 tsp. salt (or less)
1 egg
1 tsp. beef or chicken bouillon
1/2 cup hot water
In bowl, dissolve bouillon in hot water. Cool to room temperature. Add remaining ingredients. Knead until dough forms a ball.
Roll dough until 1/2" thick; cut into dog bone shapes. Bake on lightly greased cookie sheet for 30 minutes at 350.

It depends on what you are looking for? If you need something to train with - I think this is the cheapest thing and the best - cook chicken breast or a piece of meat - I buy chicken breasts or london broil when its on sale..... then cut it up into tiny- tiny pieces.... your dog will love this and training becomes fun!
If you are looking for somethins just to give when lying around - I have in a cookie jar - 3 different biscuit treats - 1.) Iam weight management biscuits - broken into smaller piece 2.) Granma Lucys tiny meatballs an d 3.) RECIPE 'T" treats.
Good Luck with your dog!

I really like Bil-Jack liver treats they are pretty small so your pets won't get filled up but my dog loves them.

If you are asking what is the best treat for dogs...I get my dogs treats with NO artificial coloring. You can get NATURAL treats at your local vet i believe.
