My neighbor has a boxer mix that has a big purple spot on his tongue.. he looks almost all boxer except for his tail was not docked and he has this mark on his tongue. I know the chow but he doesn't look like he has any chow in him.

Many breeds commonly have dark spotting on their tongue; I have seen purebreds, like German Shepherds and Golden Retrievers, with pigment spots on their tongue.

The only two breeds with a solid blue-black colored tongue are the Chow and the Shar Pei. They generally have dark pigmentation in their entire mouth, including the roof of the mouth and the lips. If a mix-breed's mouth and tongue is entirely blue-black pigmented, then yes, they probably do have Chow or Shar Pei in them.

However, spots of pigment on the tongue do not indicate that they are mixed with those two breeds

Some breeds with an all purple tounge are chows and shar peis. Pretty much any breed can have purple spots though. even purebreds. It isn't uncommon at all.

Any breed of dog can have purple spots on their tongues. Some breeds are faulted in the AKC for not having solid purple tongues (ex: Shar Peis, Chows). Even within Shar Peis, they can have lavender to dark, almost black looking tongues.
