Smaller breed dogs often do a reverse sneeze that sounds like they can't breathe. It can be caused by many things that irritate and inflame the nasal passages and the pharynx. My dog recently had an inflamed trachea that caused her to make all sorts of snorting and choking sounds. An anti-inflammatory and an antibiotic took care of it. Her vet will be able to identify the problem and get her on the right meds if it is an inflammation of some sort.
