I've never used them, but they don't sound very secure. Try a gentle leader harness. They're all I buy and rather than giving dogs the upper hand like harnesses are designed for, they inhibit any problem walking by gently and humanely applying pressure to the fronts of their shoulders and across their chest if the dog doesn't heel. Even for dogs who walk perfectly well, I still use these b/c they're high quality and will last right on to your next dog. Great prices, too. Should cost about $20-$25 and last forever.

I've never used a velcro harness, but I wouldn't trust my dog's life to one. Velcro starts out fairly strong but as hair and other minutia gets stuck in it it loses the ability to hold like it once did. Also, if your dog pulls at all, you would want something stronger than velcro. I've always used Sporn or Yuppie Puppy harnesses. I have big girls who weren't leash trained at all when we first started and these worked great even then. They've proven to hold up well through lots of activity.
