Yes. The cat harness I have is a hard leatherette with no give to it. Though it does do the trick, it's more uncomfortable than the bungees are for cats just learning. I haven't tried the bungee, but Debra has one and it sounds better designed and less invasive than the hard ones.

I've tried just about every kind of cat harness they make, including the ones they swear are inescapable. I haven't found one yet that a cat can't get out of if the cat wants to get out of the harness or if something scares them enough. That being said, there are good harnesses out there, including this one, you just have to be aware of your surroundings and your cat's reactions. If your cat starts looking nervous, it's time to go inside where it's safe. Don't get complacent just because your cat is in a harness, especially if your cat spooks easily. I was studying with a neighbor/classmate in the yard between our townhouses one day and my cat stepped on a wasp in the grass, did some sort of acrobats up in the air, and came down out of her harness. Another time a sudden loud noise sent her into a panic and she was out of the harness and running for cover before I could even react.
