First of all, online petitions accomplish nothing. Signatures cannot be verified, and they do NOT hold up in legal matters. Secondly, your neighbor's petition means nothing. Having dogs declared vicious is a legal matter pertaining to your local ordinance, not how many signatures are on a petition. And thirdly, in many jurisdictions, when a dog leaves it's own property to attack another dog, it is automatically declared as a vicious dog.
