Per the Pennsylvania Code, Title 18, Section 5511, Crimes and Offenses: It is an offense for any person who has a duty of care to any animal to deprive that animal of necessary shelter that would enable it to stay dry and preserve its body heat in inclement weather.

you have to find out your state requirements for horses. but horses do need shelter from the elements. in some states horses come under live stock but in a lot of states now they come under pets.

Horses are considered "livestock" and the laws differ among the states. In AZ for example it's not illegal to have no shelter for your horse but adequate water, food and shade is required.

There are many horse organzations out there that can help you with all you need to know --off the top of my head, there's the NHPL National Horse Protection League -- google them and find their website -- you can check with the ASPCA.org and they will lead you also in the right direction -- keep in mind, there are federal laws and state laws -- in any event they will help you -- there's also PETA.org; also there's AWI -- check them all in the order I put them. Please let us all know what you find out -- don't forget if you can to be active and read the info they have on their websites. Good Luck.
