Is there a law requiring horses to have shelter? or Are horses an agriucultural exception?

i don't knowif this will help but years ago i believe that they had to have a roof and three sides. i do not know if there are any laws today. but if but there should be

Per the Pennsylvania Code, Title 18, Section 5511, Crimes and Offenses: It is an offense for any person who has a duty of care to any animal to deprive that animal of necessary shelter that would enable it to stay dry and preserve its body heat in inclement weather.

What are you thinking?!?!?!? Is there a law requring you to have shelter for you horses!!! Weather their is a law or not you should (or in my opion NEED) to have shelter for them!!! How would you like to be outside with no shelter no matter what the weather is?? Be nice to your animals and give them some shelter!!!!
