Sounds like you need to talk to them for a few minutes and explain the situation. They may not realize a few treats can put her off her daily caloric intake. I think speaking to them and telling them that she is on a diet because you want her to be healthier and happier should work with them. You could also have them trade treats for tricks, like interactive play, that can also help her battle with the bulge.

Are your neighbors the only blame? Do you limit her food intake or do you leave a bowl of food out all day? If your neighbors are the true culprits, then a tet'a'tet is in order. If they want your dog to still visit, please tell them that they must give your dog a healthy treat, like frozen green beans, peas, or carrots. If they like the treats, the dog will go back for more. If it doesn't like the "new" treats, it won't go back. Keep the dog dish away, until feeding time too. Good Luck!

You definitely need to tell your neighbors that although you appreciate their kindness in giving your dog treats, that it is effecting her health. If you don't want to be the bad guy you can tell them that the vet said she needs to lay off the treats because she is getting too big, or something like that.
Try to take your dog to a dog park, if possible, so she can get some exercise and play with other dogs. Good luck!
