Q: Old, sick, or....?
My about-15-year-old Chihuahua wakes up at night, hacking, like he wants to throw up, but doesn't. It sounds like he's choking but as far as I can tell, he isn't (his breathing is fine during the day and when he calms down). He always seems thirsty, but we have to limit what he drinks, since the family here works/goes to school, so he can't get out during the day. Does this stuff happen with age or could he be sick? He has a heart murmur, so I don't believe he can have surgeries.

Yes, I agree - get your dog to a vet, pronto! Your vet will be able to listen to his lungs and do all kinds of tests to determine why your dog's suddenly thirsty all of the time. Just being abnormally thirsty is cause enough for a vet visit, because it usually signals kidney and major internal problems. So please schedule a visit with your vet ASAP. Good luck!

The way your dog sounds like when he's coughing sounds like kennel cough to me because my dog had it a couple of years ago. As far as always seeming thirsty, you shouldn't limit his drinking only because his body is craving it, but it could definately be a sign of some kidney problems, so definately get him to see a vet really soon, especially because he is a senior dog. I hope he gets better soon!
