Have you tried wee wee pads? Do you have a crate to place him in for time out? You can place newspapers in a specific location for him to make on. When he does go potty you should reward him w/ a treat.
P.S. Chihuahua's are intelligent animals, so he'll know what to do in no time.

I have trained 6 dogs this way..... You only need an egg timer and a long weekend. We crate train at the same time. When we leave the house we take the dog out. When we return we take the dog out. Then on day 1 ; every 15 minutes I set the timer to go off. I set it down low where the dog can hear it. For 4 - 6 hours we do this. Then I go to very 30 minutes. That takes the whole 1st day. Our goal is to teach the dog to eat and them almost immediately ask to go out. Every time they eat they poop. 2nd day start at 30 minutes, on that day the dog will recognize the bell going off and many times will just go right to the door when he hears it. After about 4 hours of 30 min then go to hourly then 2 hours. He is little if you can get to every 2 hours that is great. If he has an accident I just pick him up and take him out to his patch of grass. I find it works well to have his special spot. Somewhere in the yard that is his. Don't pick up the poop either. Always let two or three remain there that way he smells them and says oh... this is my place!!!! Praise is a must!!!! Don't yell at him. This routine is not for the fain of heart. It takes work, my family hides when I am training a new dog they hate the timer noise and the repetitive in and out of the house. It is funny to watch... But, It works!!!!! Sometimes it is easier when they are closer to six months old too...
