seems like others have given you great advice already. I had the same problem with my mom when I was your age. You should show her that you can be a very responsible person and that your are able to take care of a puppy yourself. You might also start out volunteering at a shelter or rescue to show your mom you are willing to learn what it takes. You should also educate yourself about puppies and tell your mom all the facts so that she sees you are not just jumping into something that you don't know anything about.

Wow! The folks above have provided some great answers. I'll add that if your mom still won't budge, maybe you could volunteer at a local shelter/rescue as a foster parent or as a dog walker/socializer... that way... you get some good puppy time and your mom doesn't have to commit (at least long term). :D
