My cat lays on my hand while I'm using my mouse. Then he will lick my hand then bite me?

Is he just playing? He doesn't bite hard just enough to annoy you and let you know he is there.

My cat does the same thing. In his case I think it's just that he wants to be near me and then when I start moving my hand on the mouse he thinks it is a fun game :)
