It's difficult to say for sure but it could be an abscess if the area where the bump is looks smooth. If it is an abscess, you can apply warm, damp compresses to it several times a day to "encourage" it to open up. If it does open, you can clean the area with Betadine or peroxide and then apply Betadine or Panalog. It won't hurt try the compresses for a couple of days, but if nothing happens after a couple of days of applying them, it's best to see the vet for a diagnosis and possibly a round of antibiotics. Ingrown hairs can also cause a cyst. Often these have to be lanced by a vet and sometimes even surgically removed if they reoccur. It's really hard to say without seeing it and feeling it, so the best course of action would be to get a vet to determine definitively what it is.

Oops! That one sentence SHOULD read "apply NEOSPORIN or Panalog" not Betadine, which is used to clean the wound. Sorry about that.

It could be warts or syts I don't think a 5 year old dog could get syts though if something in your dogs inviorment has changed he/she could be allergic to it which may cause warts such as food, treats and plants I am not vet and taking your dog to the vet to find out would be your best bet to find out what's going on but it sounds like warts from an allergic reaction to me which I have seen before good luck!
