There are some but they are hard to find. Some shelters will accept any pet in need. Again, they can be hard to find.

CHMS is an open shelter, meaning they will take any unwanted animals. Over the past year, they've taken in an alligator, a snake, numerous rats, ferrets and a rooster. I don't know if they've had any fish, but I'm sure if someone brought one in, they would accept it.

Some pet stores will accept "returns" of unwanted fish if/when they become too large (or larger than expected). Maybe they will also take them back if they simply are not wanted any longer. But I don't know of any "Fish Rescue" group per se.
