Q: Is my parakeet moulting?

We just returned from being gone for 5 days and one of the parakeets looks like he's either been stressed or is molting. We had music and lights on a timer and someone that came in twice a day to care for the birds. He is also in a cage with another parakeet who he gets along great with. Anyway, there are some new pointy feathers on his head and his belly looks splotchy--not bare spots or anything--but just splotches where he's lost some blue feathers and it looks white. No diarrhea, dishcharge from the nose, etc. Is this just normal molting? We've only had them a few months and they've never done this before.
